Honestly, Cerneris's guide covers the rotation, so read it for the rotation and explanation.

 

This guide is a bit different from Cerneris's. Instead of using Rending Blades as the filler/left-click, I use Hunter's Blades for the Heven's Wrath gain. I also use Whirling Wrath instead of Stunning Ichors for a little bit more clear. The Ribbon Warrior talent is used over Mistress of Arms in the third row because +10% flat crit chance is quite powerful, and with full resource being a cooldown reset, having reduced cooldowns isn't as great as it sounds.

 

The slot 3 might look weird, but S.H.I.E.L.D Reconnaissance Belt has decent dps stats and cost reduction, which is important for reducing signature cooldown. I tested her own slot 3 and Reonnaissance Belt tested slightly better.

 

BTW, if you can't hit around 1230 Heven's Wrath with the Catalyst + Cosmic Affix, then invest points into the Deep Thought infinity node.

 

There are still a few things to test for this build. I forgot to test Power Cell. I could see it outperforming Gem of the Kursed or Siege's. I also didn't test Skrull Medallion of Bravery - Probably not BIS, but it does have spirit on hit so worth testing. Also, if you look at my TTK video, my slot 2 cosmic is terrible rolls, so definitely room for improvement.
