No big guide for this one. Most Rogue builds are melee or at least use a melee filler/spender. The purpose of this build was to have a ranged build with no melee skills, and no Curse of the Hellfire. Curse of the Hellfire is technically a ranged skill, but it's really an aoe surrounding Rogue so it doesn't feel like a proper ranged power. 

Turns out a full ranged build with no Curse of the Hellfire is pretty good! Not going to write a full guide, but a quick explanation on how to clear and the rotation.

The Ring can be any Xavier outside of the Ranged/Melee one. I do think Mental/Energy is the best because that's most of the damage from this build.

Rotation

For terminal clear and mobs, use , , , and . for bunched mobs, and + for mobs in a line. 

Rotation: , , hold  for about a second (the beam will become bigger), , , , , hold  and tap regularly, roughly once every second.  If you're close, you can also work  into the rotation, but you need to be close and it didn't seem to improve the TTK.

The order might seem weird, but basically you're trying to get to the Bullseye Deck of Cards proc, Cosmic Insignia proc, and full Hard Knock stacks for +7 attributes and 10% more damage, after . After that lay down the dots, then it's alternating  and  while mostly hitting things off cooldown. If you're not sure when to refresh , do it after every . Even with middling power duration rolls on gear, Crashing Hail will have permanent uptime if you match it with Wrath of Muspelheim's cooldown.
