This is another shorter writeup because I don't think a good Jean Grey guide with good talents and gearing exists and I want to push this out ASAP.

 

I'm not going to lie to you and say Jean Grey is amazing or can pump out some serious damage, but her mental build is at least good aoe and decent clear. With 1k+ IP you start to see the effect of dumping your IP into intellligence thanks to Telekinetic Slam scaling 2% per intelligence point. Her damage won't be amazing and you won't be setting records with this build, but it's one of the best dps setups for her.

 

Notes:

 

• Potency (signature damage) node is a big source of damage for Jean. On top of increasing signature damage, potency also increases Debris Storm damage, which is a big chunk of her dps. Potency is priority #1 or close to it for any Jean Build. Debris storm benefiting from signature damage means she is one of 3 or 4 heroes for whom Doom Synergy is best in slot.
• You need fairly high power duration rolls on Jinn, Doom medallion, and her slot 3 sash. The goal is around 44% power duration so debris storm can hit a 5.1 second duration, guaranteeing 11 ticks.
• A crit rating cosmic slot 2 could be better, but my Intelligence cosmic has high rolls, and my crit cosmic has low rolls, so my Intelligence cosmic slot 2 was winning.
• The fourth row talent Environmental Hazard with the auto-brutal car is not worth it. The base damage on Tactical Destruction is too low. The damage on Telekinetic Throw looks unimpressive with the talent, but you're throwing three of them at once, and yes, all three can hit. If even one rock brutals, it's more damage than Tactical Destruction.
• The cosmic spirit needs the, "50% chance when you hit to gain 10 spirit," cosmic bonus. Otherwise you will likely run into spirit issues before reaching maximum Phoenix Force.

 

Gear substitutes:

 

Slot 1: Her own  are good until you can get a Fragment.

Slot 2:  Very rare, possibly damage best in slot but almost no health makes her very fragile, and she's not tanky, despite what people will tell you. 

Slot 5:  or a . Cobra's Hood is probably the better choice.

 

Artifacts:  (actually quite strong thanks to +5 int, very close to bis), , , 

 

Ring: , , or 

 

Legendary:  gave me my best result, but Warlock's Eye had more consistent results so I recommend Eye over Bow.
