This build is a hybrid combining Loki's personal damage while using his summons as primarily tanks/targets with their damage filling a complimentary role. To get the most out of his damage as a ranged user, the primary rotation consists of weaving  with his enchantments due to the 100% damage boost. It does have a fairly small range, however, it does NOT need to hit in order to get the damage bonus. For the enchantments themselves, I focus on the Ice powers/morphs. These are:

 

 - Morph of . Since there aren't any other Ice enchantments or morphs, this one does the trick. It should also be the start of your  rotation since it has no cooldown and you can get 3 patches going at once.

 

 - Base power, hits hard and applies slow/vulnerability. This should be the second enchantment in the rotation to apply vulnerability, though its coverage area isn't that great. Use after .

 

 - Morph of , this is your big hitter and should be last in your chain. This is a large AoE centered on you that always crits on a 6 second cooldown. Always make sure you have the  buff before you use it, and preferably vulnerability from . If your chain gets messed up somehow, you can easily just start with  into  since neither have a cooldown.

 

So in General, your rotation will look something like this:

In between this primary rotation, simply keep your 6 illusions out at all times, dodge as needed, and fill in with . Pop  for even more damage.

 

Talent Rundown:

Tier 1: Maker of Mischief - +3 summons along with some summon damage and duration. I personally like the extra summons the most as the more targets around, the less likely Loki is targetted. The damage/duration are nice as well. If you feel comfortable, try out Otherwordly Journey for some extra buffs from Enchantments.

Tier2: Frost Nova - Turns  into 

Tier 3: Ice Shards - Turns  into . This will be your filler basic attack, but it serves a few purposes. First, Loki has terrible spirit management, all of it will need to come from items in this build. This is at least spirit free. Second, this is an Ice morph, so it increases the damage of all of your Ice powers by 10%. Third, it trades the piercing effect for GREATLY increased attack speed and +15 crit chance. This in turn will proc any on-crit effects you have easily.

Tier 4: Eternal Darkness - Turns  into . In addition to the notes above, it will also apply a 3 second terrify effect. Every little bit of CC helps.

Tier 5: Cold Front - Turns  into . The main focus is the +10% damage to Ice powers, but the small damage absorb and AoE damage aren't too bad.

 

Gear:

Not gonna break everything down, just the highlights as needed. Also, everything shown here is just what I am currently using, not what may be BiS (suggestions welcome):

Damage - In this build, most damage comes from Loki himself and not the illusions. Thus, don't try to fill every slot with summoner gear, try to pick things that are itemized well for it and/or provide decent buffs for Loki at the same time.

Spirit Management - This will need to be a primary focus of your gear as well. Note that in the builder, the catalyst doesn't show all available affixes, the +spirt should actually be spirit on hit. If you need more, consider using River of the Sould instead of Bowazon for the runeword.

Defense: Since one of Loki's primary attributes is Durability, stacking Defense Rating isn't a bad way to go, but don't sacrifice too much damage for it. Your illusions will be doing the brunt of the work here.
