I use the exact same build for patrols, so yes the shield on the catalyst can be drop but you need some regen affixes (and some attention).

Life on hit on the catalyst is certainly better than less area damage, but I don't have one. And a Quicksilver insignia is also better, but again mines are trash.

If you want the dash, simply drop Rending Leap I think. I didn't make a test for seeing which power do the less damage.
