WHAT ARE THESE BUDGET BUILDS?

Maybe you just got a new hero to 60.

Maybe this is your 54th alt character.

Maybe you are not sure you want to use your rarest and most powerful items on this parcicular hero.

These builds give you a solid middle-ground setup for a hero, that is strong enough to clear cosmic content, without a huge investment. This game has 60+ Heroes after all, and not all of yours can have a Fragment of Twilight and a full set of cosmic-blessed top-of-the-line artifacts.

Gear in these BUDGET builds is not "starter garbage" but are also not hard to get.

- Mostly non-cosmic, non-blessed artifacts.

- Mostly the hero's own uniques or common Any Hero uniques.

- Legendary ilvl 70, not 80

- Easy-to-get rings and medals, avoiding rare or event-specific ones such as Sling-Ring or Shield/Hydra medals.

Is this build stronger than Sunday Punch? For pure single taget TTK probably not. However... this build is a lot more mobile (thus having a lot more survivability as you don't have to face-tank everything while you stand there and punch it), faster, and has more AOE capability to clear terminals, patrols, etc.

ROTATION

You'll notice there's 2 free slots in the bar. You can put something there but the way this build plays you don't need it.

- Never lock onto a target (it's why I don't have a Basic or similar single-target lock on the bar); always keep moving.

-   is our main big damage dealer, and the whole build is about buffing it.

use right after Elbow Drop as gaining Momentum from it is more valuable than the DoT.

use to fill your Momentum and repeat from the start.

- If Devastating Charge is on cooldown spam  until full Momentum. You should be able to do 1x the rotation with Charge and 1x without.

- Use Signature preferably when low in Momentum after an Elbow Drop as you'll gain Momentum from using it.

TALENTS

Every choice is about buffing Big Elbow Drop. Ceaseless Momentum (Row 4) is not worth as you gain more Momentum from the rotation above while always being on the move. Get Outta My Way is also a fantastic Normal/Elite instant killer and decent filler damage otherwise.

GEAR

ArtifactsCybernetic Implant is top priority, then I filled the last 2 slots with Crit/Brut based ones since these values are somewhat low with this build. A normal Gem of the Kursed shouldn't be hard to farm. Other good options are Advanced Circlet of CyttorakSacred White Gorilla NecklaceWebbed WingsTanya's Love LetterFred Dukes' BodysuitWhite Suit Jacket but these are more rare. The very common Advanced Crimson Crystal of Cyttorak is also solid.

is the only Cosmic artifact listed in the build because it is so easy to get a has great "bang for buck" on a budget build: +6 to your main attributes (the icon on this website says +2 to All for some reason, but it can actually roll +3 to All), a cheat death proc, and a cosmic affix. You can farm this on any Cosmic zone, and the only variable affix is either +2 or +3 to Attributes so very easy to reroll on the crafter. For the cosmic affix go for Spirit/Momentum or if you're feeling squishy Defence/Health.

Event Artifacts: If you have access to some event exclusive gear get  and/or  as those are your actual BiS items, and  is also very good.

MedalHulk MedallionJuggernaut MedallionTombstone Medallion all offer a good mix of damage and survivability. HYDRA AGENT is your actual BiS if you can get one.

UniquesOscorp Prototype Generator has perfect stats for this build and is a very common Any-Hero. Also very easy to reroll as there are only 3 affixes. For every else just use his own uniques. Level 66 uniques are very easy to farm from Midtown Mondays (they only drop from the special boxes, so you can even farm with one Hero and open with another.)

Legendary: Usually Gungnir is the best ilvl 70, but for this build I'd still go with the ilvl 70 M'Kraam.

RunewordAncient GroveRiver of the SoulHeartbreaker are all good budget options. Since this build is very low on hits per second I'm not even sure Power Doop would be very good, as it'd be hard to consistenly proc Energy and Mental just from the Infinity nodes.

INFINITY & HERO SYNERGY

Those will heavility depend on how many Inifinity Points and what Heroes you have. Aim for synergies that give you your attributes, spirit/momentum, crit and brut. Hulk (6% health) and Doom (10% signature damage) are great for almost any hero. For Infinity nodes aim for 150 points on Spirit/Momentum (Mind) > 150 points on Durability attribute (Space)  > 150 points on Strength attribute (Power) > finish maxing out Spirit/Momentum on the Mind Gem.
