This is my second build guide, following Captain America.  I seem to have a thing for the weaker heroes.

First thing to note: I didn't like most of the current cable builds because they all used "Psimitar Slice" and I didn't like using a ranged character in melee.  However, I really wanted to make Cable work and this is the output of a lot of trial and error.

The key to making this build work is the passive talent "Techno-Organic Soldier."  This requires that you have 1 talent for each type of trait: arsenal, psion, and spear.  This was a little confusing at first, but these are labels within the passive talents for masteries.  Given that you need 1 of each, the other talents were chosen based on the requirement that I want to play in a ranged capacity.

Most of the area abilities are debuffing abilities.  However, there is a huge reliance on damage from your signature ability "Foresight Bomb." 

Because of the artifacts and equipments that I've chosen, you need to cycle through both mental and energy damage to do the most dps, while also debuffing the mobs you are fighting.  "Swift Lunge," "Concussion Blast," and "Eye for Weakness" all make the mobs weaker.  Make sure to weave in "Particle Accelerator" for dot damage and increased dps when you use "Mind Bullets."

Just like Captain America, Cable is not super easy to play.  But, with the harder to farm gear I've listed in this build, I wasn't having any trouble in CMM or C Terminal Bosses.
