Playstyle Section:

 

What's this build about?

It's essentially a very busy playstyle build, you're only stopping to use , other than that we are gonna be constantly moving and getting our momentum at max as quick as possible through , and , making sure not to "over-generate" momentum so we can maximize our rotation. Juggernaut is sort of squishy, but his movement abilities help him a lot with TTL, also his loads of CC in his kit, and of course . Our main juicer is , and it is an absolute pain to hit sometimes especially in busy days such as MM or Friday HT (so disable those allied particle effects), and unfortunately we're just gonna have to get good at landing it lol. There's no shame in awkwardly missing a Sunday Punch on a boss, happens to the best of us.

 

Rotation:

KEEP MOVING!

We start with  to apply vulnerability, followed by  and  (hopefully you see a big number), immediately followed with  (don't bother charging) and 1x  for a quick 100% momentum boost, . Then at 0% momentum we use  to give another boost and x2 , (Scion of Cyttorak should fill momentum to 100%) . Quick  for CD reduction, (more Lariat's if you want), then . After this, we can use a quick full-charged and an , with  (momentum should be around 50-60%), , spam  for 100% momentum, restart with .

Yeah it's a lot to wrap your head around, but with this rotation hopefully you're able to maximize 2 Sunday Punches in one Scion of Cyttorak, while also making sure to use Barroom Brawling on CD to get Scion back asap.

We're aiming to use our momentum generating abilities carefully to min-max getting max momentum quick. Keep in mind our opponent with this rotation optimally would be the cosmic TTK dummy, when we fight actual moving opponents you might be late 4-5 seconds getting everything down (for ex. aiming Sunday Punch), and may not get 2 Sunday Punches (with experience this starts happening less often).

Extra Rotation/Talents Thoughts:

 - Why not full charge Devastating Charge?

The damage you get out of it doesn't compare to what we get out of Sunday Punch or Elbow Drop and again we want to reach 100% momentum asap. However it's still decent damage, so I like charging it after Scion is over and/or Scion is still deep in CD. 

- "Over-generate" momentum?

If we can afford to be precise, we should. If we're at 40-50% momentum, Devastating Charge is perfect to give us the other half quick. Lariat is best used to generate the extra last few momentum. If Scion is over and we use Elbow/Sunday and find ourselves at 0% momentum, definitely use Enter The Fray to generate that 30% quick. Personally my usage of Devastating Charge depends on how close/far away my Scion CD is, if it's close I'd rather save it and use it during Scion to get 2 Sunday Punches, if it's far away I use it at full charge.

- Why not start rotation with x4  first to get the melee buff?

This may come down to how geared you are and how much momentum you're stacking, but with me personally 40% dmg buff is very minor when added to 2400% (3000 spirit/10 * 8) for our Sunday Punch and Elbow Drop damage, so I personally just like starting with the heavy hitters. Maybe if you find yourself with low momentum say as a fresh 60 Juggernaut with base 1000 momentum, 40% could help as a pre-rotation buff. As for the buff Lariat gives, it's applied middle of our rotation when we get 2 Sunday Punches anyways.

Talents:

Since our build is centered around BSR and having barely any Crit chance, the clear choice for row 3 is Invoke Cyttorak because of guaranteed crits. I did try Renounce Cyttorak, but it turns Juggy into an even bigger lottery machine due to inconsistent crits, so not a fan of that personally. If you find yourself in a tough spot and keep dying, you could replace row 4 with Ceaseless Momentum, and change with . This will gimp the rotation above however, since now we can now only get a single Sunday Punch and Elbow Drop per rotation.

Gear Section:

 

(In order of effectiveness)

Medallion: ( -) IMO both are great, invisibility proc on Skrull medallion can guarantee a safe landing of Sunday Punch, Hulk's medallion gives good defense and spirit. I prefer to run Hulk's medallion usually in MM or HT.

Slot 1: , Fragment is just BIS on almost everyone, if no raid uniques then his slot 1 does fine. 

Slot 2: ( - ) Around 300 tenacity is about a 1.5 base attribute point.

Slot 3:  ,  Oscorp is incredibly BIS. Get this ASAP for him, hold onto your best one while leveling him up. 

Slot 4:  Luckily his slot 4 is amazing, BSR/BSD which is what we want.

Slot 5:  (- Cosmic Helmet) I find Cobra's Hood to give a slightly better TTK, however his cosmic helmet's affix is absolutely clutch for survivability, and is my main go-to for tough terminals like Ultron. Both Cyttorak's Circlet and the cosmic affix can proc at the same time. If you can't either items his own unique slot 5 will do fine. 

Ring:  The MM ring is great because of its unique proc. Due to how many movement abilities we're spamming, if we land a proc before we use , all ticks from our sig are guaranteed crits, which could become brute strikes themselves! Bonus on landing a proc before Elbow Drop too. Shield grad ring is not bad, and if you have neither a good Crit dmg + Crit dmg + Brut dmg ring will do good.

Artifacts:  These are my personal favorites, we're aiming for BSR/BSD and spirit wherever we can get, so these do great.  could potentially be better than Siege, however it requires setup though. I don't really have an alternate artifacts list, these are all relatively easy to farm except for siege, in which case you could get a  instead.

Legendary: , Salvaged comes close to M'Kraan's TTK, but if I'm DR/Terminal farming, I like using Salvaged for decreased Devastating Charge CD to clear easily, for all other content it's M'Kraan. If you don't have access to i80 legendaries, either try farming for a salvaged or get a i70 M'Kraan, Juggy is the one case where an i70 Gungnir is not good imo. Also, salvaged gives a 25% CD reduction so you can potentially use your sig once every rotation instead of once every two rotations!

 

Team-Ups: I don't like having a team-up out, so Mordo's/Clea's passive buff is great. (Although I believe Clea gives good away-buffs too) 

IP points priority: Definitely get max spirit first, then go for max brut chance, brut damage.
