First and foremost I did not come up with any of this on my own.

It wasn't flowing for me super well. The hits the ground and you can use it and miss enemies. Its still a decent chunk of damage for me but building up Serum to pop a big
to have it miss hurt my soul.

A handful of things to keep an eye on if you choose to use either of those builds, or follow this one.
1. The are super important. They restore some spirit when you use a movement power.
and
are both movement powers. It is not enough to sustain your spirit by themselves. But those two combined with the spirit from you Catalyst when you use a med kit, and the spirit regen from your inspiration talent and the spirit restoration on your signature keep you moving. (I did not have the spirit on med kit use and on longer fights spirit would slowly run out - like when doing the trial). If, like me, you don't have the med kit affix for spirit yet pay attention to your spirit. Make sure you're using both your movements on CD.
2. The artifacts I have here are not BIS. They are what I had when I passed the trial. Check the other two builds for what would be ideal. I know I'm still looking for a Skrull's Mighty Hammer and a Sabretooth's Furry Mane myself.
3. The is my best friend and I don't ever want to let it go. Cap's damage feels a little low at times, so an Axe may make more sense at some point. Right now I love the defenses and the petrification status.
4. I go back and forth with the Cutting Edge talent on row 3 and the Coordinated Strikes. If I ever to get a Sabretooth's Furry Mane I think I'll just stick with Cutting Edge.
Infinity & Synergies:
For my Infinities I only had about 150. I stacked them all into the Time Stone - Temporal Loophole 37 points in that was all I had. Got the +1 to all Attributes.
Synergies: Ant-Man, Cable, Elektra, MoonKnight, NightCrawler, She Hulk, Squirrel Girl, War Machine, Wolverine and X-23.
Basic Playstyle:
Your is great for getting into a group of enemies. It applies vulnerable. We're not building serum or having to worry about which abilities to use w/ serum or not. So I mostly use everything on CD. But this almost always goes first.
- Our signature is our bread and butter and does a great deal of damage. I regularly see brut strikes on this of 1.3 mil. When you can hit a group of enemies and see a few instances of big red numbers like that pop up it feels real good. It also buffs you and since we have the Inspiration talent it will buff your allies 40% as well. I use this as soon as I can get a clear shot on a good group of enemies or a boss. It has a fairly big area but I have still seen bosses dash out of it - which will make you want to cry.
I have on my left click and pretty much hold it down all the time. It's not a ton of damage on each strike but it has no cd and I use it to fill.
Once I'm on the ground I use into
(note if you use the alternate talents I mentioned above this will increase your shield throw damage by 50%). Then hit someone with a
. At this point you can use your
to reposition or jump back onto the enemy in front of you.
Fill in every so often to keep the bleed up. Note that this thing will bounce to up to 8 enemies. Sometimes you will throw it and want to do another Torque throw before its back. You will have to wait to use your Torque throw then until your shield returns. I usually try to use
right after
to ensure its done bouncing before my next Torque is ready.
The reason I switched to this playstyle from the "Star Spangled Avenger" Build (https://itembase.mhbugle.com/build/1713/) is because this is more free flowing and forgiving. This is not the optimal or highest dps or whatever version of cap. It's an easy to play version that can hold its own in Cosmic Challenges and does just fine in Cosmic Terminals. It should get you into Cosmic and be a good beginner version while you farm and take your Cap to the next level.
