THE SCARLET SPIDER
There was something about the Scarlet Spider that got me excited when I was a kid. I didn't/couldn't follow the storyline of the Clone Saga, but when I saw Ben Reilly's new costume and that he was fighting Venom, I just had to have his first solo comic. Maybe it was the basic nature of the costume, which drips with 90's comic-ness (pouches on his ankles!!?), or perhaps the idea that I could follow a new Spider-Man without knowing all the history and backstory, or maybe even the excitement of seeing Venom again after Maximum Carnage. Whatever it was, I latched onto the Scarlet Spider for awhile.
And I've been using his costume for my Spider-Man for awhile now too! I use this build because it seems pretty accurate thematically, as well as effective at clearing content. You can easily clear all heroic content and cosmic terminals. It does just fine on Cosmic Patrols as well. I haven't taken him raiding yet (and honestly don't plan to), but you're welcome to try. It isn't min-maxed and is mainly for people who are looking for a fun build that is effective but aren't worried about complete optimization. This isn't necessarily trying to capture the Scarlet Spider's fighting style either (although I think it does)...I just like him.
POWERS and ROTATION
This is what I'm currently using for my Spider-Man. It may not be optimized for best time-to-kill againt a dummy, but I really enjoy it and it works for all the content I want to do.
The rotation is typically:
For tash mobs: Web Spray kills everything. This is your main spender.
For Blues and up: Web Spray to apply vulnerability -->
Stick Around for stun -->
Leaping Assault to finish everyone off. If there is anyone left, just use Web Spray to take them down.
Against (some) Yellows, Mini Bosses, and Bosses: Web Spray to apply vulnerability -->
Stick Around for stun -->
Leaping Assault for a damage spike -->
Spider Slam for some damage and knockdown -->
Arachnid assault for another damage spike -->
Amazing Smash on cooldown.
Web Spray and Leaping Assault are your main damage dealers. Use Spider Slam to reduce Leaping Assult's cooldown.
Spider-Brawl: Sometimes I find myself low on spirit in an especially grueling fight so I use Spider-Brawl to beat on things while my webbing is regenerating. You could use the basic ranged attack, but with Leaping Assualt and Spider Slam putting me up-close-and-personal with the baddies, I figured I'd go with his melee attack. It is also thematically accurate for Spidey/Scarlet Spider.
GEAR
Again, this is just what I use, it isn't necessarily BiS (although it might be).
ARTIFACTS and BLESSINGS
I use the Odin's Set because I like the buff to all my attributes as well as the damage to bosses. I clear mobs easily enough, so the boss damage is really useful.
Superior Spider-Man Mask - this is probably BiS as it adds everything we want. Fighting, dodge, physical damage. Goodstuffs. Get the cosmic version in the Doc Ock terminal or the Bugle terminal.
Hulkbuster Physics Package - With a hyrbid build it is really easy to proc both abilities and get the +3 fighting. The extra damage helps a well. I have no idea how to get this cosmic besides birthday cake or other events. If you have a cosmic version of an alternate artifact, feel free to use that instead.
Webbed Wings - another item that gives us everything we want: strength, dodge, melee damage, as well as some other good stats. At first I didn't think this would be as good as it is, but honestly a lot of our damage comes from our signature, and this helps that a lot. Cosmic version comes from the Bugle terminal.
Flag of the Skrull Empire - an overall good artifact that adds fighting. Cosmic can drop in Hightown or Skrull Invasion terminal.

Spider-Clone Serum
Use what you have that buffs Strength or Fighting, dodge, and critical hit/damage. Obviously, if you have the cosmic versions use those.
SLOTS 1-5
I use his own uniques except for the fragment of twilight. If you don't have that, use his own uniques.
If you have the raid/danger room uniques you can use them, but it is easy enough to make this build work with his own set. Even slot 1, Parker-Industries Web Shooters, would be good.
*NOTE* Before I obtained a Fragment of Twilight I used Parker-Industries Webs Shooters because the build moved more toward melee than ranged. I found myself doing more fisticuffs than webbing lately.

Modified Assault Rifle (I used this when I was focused on ranged damage)

PERIPHERALS (with alternatives)
Uru - Defensive with Power Doop. Pretty standard.
Insignia: I use insignia of Spider-Man because I can proc ranged and melee all the time. The +1 fighting is always up. I used to use Wasp mostly because I was using it pre-BUE. It still works as, again, a lot of the damage comes from Web Spray. And the buff to dodge now and then helps.
Relic - Atlantis, like usual, is the best here but I had the Attilan lying around and most of my attacks are tagged area so I used to use that and it worked just fine.
Ring - Midtown signet because I use a lot of movement powers and a 30% damage buff is insane. A sling ring or physical ICP would work as well.,
Legendary - The best in slot is the Salvaged Alien Weapon. However, the drop rate in the Bugle Terminal is awful. Use Axe until you can get it because it still gives you an awesome amount of brutal and critical damage. A level 70 Gungnir is a decent general legendary for increasing DPS if you can't get a lvl 80 axe yet. Use the Shield if you need more survivability.,

Medallion - I use Madame Hydra for the survivability it provides. It has saved by web-slinging butt numerous times. The SHIELD Medallion or Skrull one would be good too if you're looking for more DPS.,
Team Up - Spider-Man...because clones...

because I enjoy the voice work on those costumes.
