Uniques
Slot 1 - His own unique is better for this build. The 1 second cool down deduction helps the spamming.
Slot 2 - Nova's own unique is a tad defensive for my taste. The only offensive stat is Damage vs Boss. So i prefer to use Portal's Dark Hawk armor and add a few bruts to Nova.
Slot 3 - Own Unique. +1 second to Pulsar spamming. Nuff said
Slot 4 - Nova's own unique doesnt have any stats. So Batroc's will already have a 20% damage increase over it. And with very similar stats, i would suggest Batroc's Savate Boots for more damage and his own unique for a bit more defense.
Slot 5 - Essence of Jinn. +9 energy among other stats.
Other Equipment
1. Insignia - Insignia of Quicksilver. +3 speed (12% damage) if you use a movement power for 15 seconds. You dont need to spam it. (Unlike Midtown ring which is movement power every 5 seconds or worse, Wasp team up is away which you need to spam a movement power every 2 seconds). 15 seconds is doable, specially if you need to dash to reduce cool downs anyway.
2. Ring - I wouldnt recommend a Midtown Guardian's signet. 5 seconds is too short and you would need to dash while spamming your pulsars. So an Industry City Signet (I prefer energy over ranged - see team up discussion why) or a Bloodstone demon band will work.
3. Legendary - I find CCR better than Golden Bow of Apollo.
Talents and Traits Choices
Tier 1 - Nova Beam Resonance. You don't spam movement skills and this is a ranged build. So kinda obvious.
Tier 2 - Coin Toss between Pulsar Proximity Amplification (provides half the offense and some defense) and Pulsar Cascade (full offense, no defense). If you die a lot pick Pulsar Proximity Amplification. If there is a tank around (or a team up to tank for you) pick Pulsar Cascade.
Tier 3 - Pulsar Proximity Control. No need for melee Pulsars. And it's sad to see the boss a million miles away by the time your pulsars detonate.
Tier 4 - Pulsar field basically doubles your damage when you spam your pulsars. This is where your DPS comes from. Non negotiable.
Tier 5 - Gravimetric Acceleration. This lowers the cool down of your sig which you need to be buffed with as much as humanly possible.
Rotation
1. Cast Nova Flare. With Pulsar Proximity you need to open with this skill. Pulsars detonate instantly and you don't need to wait for them to detonate so opening with nova flare will increase the damage by 20%
2. Cast Gravimetric Surge (Nova Force cost reduced to zero)
3. Spam Nova's Magneton Pulsar and Supermassive Pulsar. Unstable Pulsar's damage doesnt stack. So just 1 or 2 every now and then will do. If a new boss appears, cast Nova Flare again just to make sure it gets hit by the vul.
5. When the buff of Gravimetric Surge runs out, you HOPEFULLY will have around 8-12 seconds on its cooldown. So throw in everything you got left to get the cool down to zero. Cast your pulsars, cast nova flare, dash around (dashing deducts 1 second from cool down too). And you can cast Nova Beam. You can either quick press it (just for Gravimetric Surge's cool down reduction and hopefully get your sig off cool down) or you can channel it if you still have a few seconds of cool down and nothing else to cast.
4. When all else fails (everything is in cool down), Cascading Bolt will do. Cast any skill off cool down til you can use sig again.
5. Lather. Rinse. Repeat.
Team UP -
For Team up is away, Jubilee edges out Iron Man by a wee bit. Jubilee is +300 damage on energy damage. Iron Man is +300 damage on ranged attack. Gravimetric Surge isn't tagged ranged (everything else is). So it is just the sig's damage that is affected. Wasp isn't good since you need to use a movement power every 2 seconds.
If you want your team up to stick around, anybody melee will do.
Infinity System
1. Mind Gem - Mind Over Matter. You have no actual need for Nova Force or Intelligence or Summon Ally Health. So by process of elimination HP regen it is.
2. Power gem - Potency > Indomitable. Offense vs Defense. I always pick offense. You can add a few points to Indomitable if you die a lot.
3. Reality Gem - Energy (i like the 4% per stat point damage and i think this build has enough crit to go around anyway)
4. Soul Gem - Strike True (I need the brut chance) > Strike Through > God Among Insects
5. Space Gem - Red shift (again offense vs defense) and all your skills are tagged as area.
6. Time Gem - Temporal Loophole (helps a lot with the pulsar spamming) > Speed (a few points in Haste and Time Flux help too)
