This is an adaptation of the pre-BUE movement build I used on Elektra; in my opinion Elektra's one of the more underrated post-BUE characters and this build will probably be nerfed/fixed in the future, but in the meantime we can take advantage of a specific set of talents to essentially spam her most powerful abilities. Read on!
The Talents:
Tier One: Shadow Dance. This talent improves the effect of Slip into the Shadows, which is important because its resource recovery is the only thing that keeps this build's high stamina use sustainable. The IAS increase from quickness is unimportant for us, but any nearby allies will appreciate it.
Tier Two: Whirling Death. This talent makes Cut a Swath significantly more powerful, which is nice because other than our signature it's the only real trash clearer we've got. This comes at the cost of a max channel time and added cooldown, but we'll frequently be resetting our cooldowns so it'll be available whenever we need it. Crushing Death is an option here for those who'd like marginally more single target DPS, but I find buffing Cut a Swath more useful.
Tier Three: Falling Leaf Strike is the only choice here; we need a reliable way to apply Marked for Death and this talent gives it to us.
Tier Four: Relentless Assassin. This is the talent that makes the whole build go. Defeating a marked target resets all of our cooldowns, including Slip into the Shadows. What isn't obvious from the tooltip is that this talent also resets our cooldowns any time we use Behind You against a marked target, whether we defeat it or not. This means that against any markable target we can endlessly weave Behind You between Shadowstrike and From the Shadows, and under ideal circumstances maintain 100% uptime on Slip into the Shadows.
Tier Five: Mystic of the Chaste. Not a lot to say about our little white robed buddy; he'll heal you, sometimes even tank a bit, and doesn't require one of our eight power slots.
The 'Rotation':
The idea here is to take advantage of the Relentless Assassin talent to spam Behind You as often as possible; you'll need to use Shadowstrike and From the Shadows to continuously re-apply marks while maintaining Blossom of Death and Slip into the Shadows. From the Shadows does a bit more damage against single targets, but Shadowstrike has a wider area of effect and can be ground targeted.
To clear weaker trash we'll use Shadowstrike and Cut a Swath, though as long as the mobs can be marked it's often faster (and more fun) to just spam Behind You. Cut a Swath will be a DPS gain compared to spamming Behind You if it can hit 3+ marked targets, though not if Behind You would defeat them instantly.
The Gear:
Artifacts: Black Cat's Grappling Hook is a no brainer, contributing a massive pile of DR to all our abilities. A physical demonblood is ideally optimized for us, and provides a lot of health. Flag of the Skrull Empire and Spider-Clone Serum have great baskets of DPS stats. GoK and Mane are also excellent, as is the easy-to-obtain ARMOR Nano-Poison.
I haven't included cosmic affixes since most people likely don't have many to choose from, but +1 stats and signature CD are the best ones to have, followed by health and defensive stats.
Medallion: The BUE took several previous options (notably Skrull Defenders) off the table; the SHIELD Agent Medal is the clear best available currently. If you don't have one you can use Grim Reaper, Bullseye or even Rhino in the meantime.
Uniques: Fortunately for us Elektra has excellent uniques; only her own slot 4 is lackluster, and we replace that with the ideally-itemized Batroc's. Her slot 1 can be swapped with a Fragment of Twilight if you'd prefer a bit more in the way of defensive stats, but the DPS difference isn't large. The midtown ring is also an easy choice, since all our attacks are movement tagged.
Legendary: Savage Axe is the best option for most pure physical heroes, and so it is for us. Just look at all those tasty crit/brut stats!
Relics: Atlantis; accept no substitute.
Uru: Power Doop is the usual choice here and it's not a bad one, but lately I've been messing around with unstoppable force. The uptime on its proc seems quite high and (imo) likely pushes it ahead of doop's BDR, and you don't have to try a bunch of times to roll a high one.
Insignia/Catalyst/Pet: Elektra's Thunderbolts and Marvel Knights affiliations give us several interesting insignia options; try to find one that provides critical and/or brutal strike rating, since we're getting a large amount of critical and brutal damage from Slip Into the Shadows. On our catalyst we're looking for bonus health on medkit use and as many DPS stats as we can pile on. The '+6% while moving' pet affix appears to in fact be a 6% increase to all movement powers, which is the best we can do there.
The Infinity System:
There aren't a ton of signifcant choices to be made, but here's a quick breakdown of the best ways to assign your points:
Mind: 50 or so points of Deep Thought (max stamina) are a good idea just for convenience' sake; after that you can max out the health regen node if you like, or just plow points into intelligence. Cost reduction is fairly irrelevant, given how we use Slip Into the Shadows.
Space: Again, not a lot of useful nodes here. Max out the dodge and deflect nodes, then start in on +area power damage.
Soul: Too bad we can't assign more points here! Start with Strike True (brutal strike %) and Strike Through (brutal damage), then dump points into fighting. The max health node can replace the brutal damage node should you feel you need more HP.
Reality: Ah, tasty critical stats. Tilt the Odds and Magic Bullets (crit % and crit damage) should be your first two choices, followed by % vs not targeting you, or health on hit.
Power: Indomitable (damage reduction) is the most important node here, followed by signature damage. A small ultimate power cooldown reduction is (Imo) not terribly useful.
Time: Winner winner, chicken dinner. The Chrono-surge node lets us increase all our damage for a relatively low number of infinity points. Once you've maxed that out, dump any more points into Speed.
