The Stone of Jordan does not drop. It was a celebratory item given out during the first anniversary event, as a nod to Brevik's (and many of the players') roots in Diablo 2.
Gives only 370 total spirit to Captain Marvel, 120 to Deadpool, 170 to Iron Man, 370 to Scarlet Witch, 245 to Juggernaut, 245/120(Power/Sorcery) to Doctor Doom. So it's 25% bonus ONLY works on base amount of hero resource without any other bonuses.
