Heartbreaker is not that good. Power Doop will give you a better return, the massive amount of BDR and the 17 of favor every 7 secs is much better than the numbers from Heartbreaker.
You should point that his own Uniques are probably bis. Can't see the coat and the Skrull uniform better than his own stuff.
I agree, Power Doop is better, will change that. His own slot 3 is not bad at all, but since I focused on brutals, I'm using Coat of the Skull instead. It's gives an extra +238 BSR/+730 BDR compared to Mantle, but yeah, it's a close call.

Not the best build out there, I know, but it's sure viable. I know prioritizing brutal strikes over % damage is not much consistent, but the terrify component is something to consider, it's fun at the very least. I'll update the description here with a video, to attest it's viability.
