As always Remilla delivers not only a great build but also a comprehensive write up complete with graphics. Easy to see how much work you put into this. Certainly raises the bar for what qualifies as a great guide!
Disclaimer, everything that follows is just strictly my opinion.
I'm not a fan of the implant just because I feel like I can't quite maintain it 100% of the time. I'm also of the mindset that Punisher should have the smallest amount of ammo and cost reduction possible as long as the hero doesn't run out of ammo. Ideally we should be waiting on Rapid Reload, not having it wait on us because the charge powers deal more damage than the spender. Adding more ammo with the implant delays some reloads more. Using a cosmic artifact to get some extra survivability is appealing to me also.
My logic for the bow legendary is just that the procs are a bit overpowered which allows it to contribute more DPS overall. I understand that's about to be nerfed so it's possible (probable) that will change next patch.
As for the slot 1 and medal, I explain both of those in the guide. Fragment offers utility stats such as life on hit, health, and a cheat death while the Bow of Einherjar is nothing but damage. That's a thing that comes down to personal preference and I prefer the utility.
The difference between the two medals isn't huge so I recommend just using the Skrull medal because it's a lot easier to acquire and rerolling unique medals is expensive.
I didn't expect this build to be this well received. Some time tomorrow or Monday I'll flesh it out into something resembling a real guide, including a section about the rotation.

Finally, on slot 1, why not the raid bow unique? The proc hits like a signature!
